Partners and Recommendations and Reports of the ACW

Partners:

  • Faculty of Administration, University of Ljubljana as the leading higher education institution in the field of administrative science in the Republic of Slovenia. With its educational, professional and scientific-research work in various scientific and professional fields of administration is an important source of interdisciplinary knowledge. Faculty of Administration educates highly qualified staff of civil servants. The focus of its work is: the regulation and the development of public sector, economics and organization of the public sector, public finance and management in the public sector and computerisation and e-government. In 2008 and 2011 the faculty gained international accreditation (European Association for Public Administration Accreditation), as the first one in Slovenia with the programmes in the field of administration, on both graduate and postgraduate level. The faculty has specialized experts in the field of administrative procedures and has been since 2001 (renewed in 2008) authorized as a training organization for the implementation of the professional examination in administrative procedure: http://www.fu.uni-lj.si.
  • Ministry of Justice and Public Administration (MJPA), since 2012 covers the areas of previous work of the Ministry of Public Administration and the Ministry of Justice. MJPA performs tasks in the following areas: regulation of the judicial system, case management, alternative dispute resolution; enforcement of criminal sanctions, international cooperation and international judicial assistance. It performs the duties of e-justice, and tasks in the fields of public administration, the systemic regulation of the organization and functioning of the public sector, the civil service system, the wage system in the public sector, electronic operations, access to public information, the operation of non-governmental organizations, administrative units, the system of public utility services, the systemic regulation of handling of the assets of the state, and tasks in the field of local self-government. In the area of administrative procedural law MJPA is responsible for defining the systemic provisions of the general administrative procedure, as is provisioned in the General Administrative Procedure Act (GAPA) and its implementing regulations. In addition, MJPA cooperates with other ministries in the preparation of special rules of administrative procedures. MJPA prepares non-binding legal opinions and interpretations of the General Administrative Procedure Act, in order to ensure a uniform practice of the administrative procedural law, and supervises the implementation of GAPA in practice: http://www.mpju.gov.si.

The quality and professionalism of our services is also recognized by domestic expert audiences: Centre for Information Service, Co-operation and Development of NGOs, as an umbrella network of NGOs, often uses the ACW in their counselling services (http://www.cnvos.si/)


  • The innovation of the project is recognized internationally. In November 2012, the project received a special recommendation from the internationally recognized French School of Administration (L'ENA, ÉCOLE NATIONALE D'ADMINISTRATION, http://www.ena.fr/index.php?/fr ), which trains top-level civil servants:
