Purpose

The Administrative Consultation Wiki (ACW) is a joint project by the Faculty of Administration and Ministry of Justice and Public Administration that started in 2009. Its main goal is to unify performing of all authorities in administrative procedures and administrative functioning as determined by the General Administrative Procedure Act and Decree on administrative operations. Analyses of administrative practice and jurisprudence show that in some cases different interpretations of GAPA and DAO are being used, which reduces the level of legality. The second goal of ACW is to enable officials, who conduct administrative procedures, sharing and exchanging professional experiences that can result in appropriate change of GAPA and DAO in the future.

The project is for the users free of charge and is meant to resolve shorter administrative-procedural questions as regards understanding of GAPA and DAO, which can be generalized. Its purpose is not in solving concrete procedures and matters, but only a professional advice to public officials, which are not bound by it and are still obliged to conduct procedures independently. ACW does not prepare extensive legal opinions. It is students’ project mentored by experts at Faculty. The main editor of the project is Professor Polona Kovač, PhD. How does it work?

This page is based on (user) cases – articles. You will find over 400 exposed problems that appeared to officials and different parties (clients) in administrative procedures during the last couple of years. You are welcome to try and solve your own dilemmas with the help of already published questions & answers. You can also ask additional questions and add comments thus indirectly co-create and complement already posted answers. If you are not able to find an answer to your problem(s), you can send us your question(s) to upravna.svetovalnica@fu.uni-lj.si. Your question(s) will be examined and studied by students and experts of the Faculty of administration. They will formulate a generalized answer (depersonalized and anonymous), harmonise it with the observations of Ministry of justice and public administration and add it to the existing articles. The answer can be expected within 10 days.

Every case (question and answer) is set in specified category (you can see the list on the main page). For example an article Extension of time limits falls into the Time limits category.
